PiStar Modify Static stopped working only on my 2 pi zero boards but not on my 3.0+

Currently not using TGIF PRIME

Looking for some clues why this would happen only with my pi-zero board but not my pi 3.0+ board.

software on the pi 3.0+ was 4.0 and now the latest 4.1.4, modify static works with both

The 2 pi zero boards have the problem.  Software  3.4.17 and the latest 4.1.4 both cannot
not do under Admin "Modify Static"   I used to be able to do this with the 2 pi-zero boards. 
This is the message I get on the pi zero boards   TGIF API: Not Found

Any tips on why this stopped working on the pi zero boards. 
I really need it working so I can unlink when using TG 777

UPDATE:  I found if I power down my pi 3.0+ hotspot which works with
Modify Static and change the pi zero hotspot ESSID number to the same number
as the 3.0+ ( 01) then the pi zero works with Modify Static unlinking me from 777.
If I change the same pi zero back to what it was (02) it does not work.
If I make it NONE, 00, 03,04....  it does not work with Modify Static.

Would anyone know what is unique to ( 01) that lets the Modify Static feature
to work on a pi zero board?
