Title: Rename TG 31340 CNJHAM

Based upon changes in policy at both TGIF and the "other" network -- for which I am appreciative -- TG 31340 is now going to be linked to the CNJHAM module of our HBlink.

Therefore, please rename TG 31340 to CNJHAM (all caps is intentional).  The TGIF wiki page for CNJHAM has been updated to describe the talkgroup.
