DMRGateway Phase II Modified for Voice Announcements

DMRGateway modified to provide voice announcements of the startup network set in the dmrgateway.ini file
as well as changes in the selected network based on the TG90000-TG90005 sent from the radio.

Removed my previous replies on this topic and will consolidate my experiences in this reply.

First off...this modified gateway is now working flawlessly for me on Pi-Star 4.1.0-RC2 using a Jumbospot.  Great job, VE3RD! Thanks to you and others for this contribution.  For the way I use DMR and Pi-Star, the original gateway just doesn't cut it.  Yours does.

Secondly, seems that the problems I had with getting it installed/working were related to attempting it on PI-Star version 3.4.17.  A few tweaks were necessary to get it working, particularly with the voice announcements. 

I found no problems or tweaks necessary on version 4: The installation instructions work FLAWLESSLY.  You may have to make a few manual (expert mode) adjustments to the DMR GW file depending on what networks you want to use, but that's minor.
