YSF, FCS Reflectors in DMRGateway-4 DMR2YSF

DMR2YSF in the DMRGateway uses Network 3 by default
However, as the original PiStar DMRGateway uses 7 digits starting with 7 for Network 3, the DMRGateway-4 uses 7 Digits beginning with 3 for Network 3

Back in the day(Oh so long ago) YSF numbers(all greater than 10000) in the DMRGateway started with 70, and FCS numbers(only three digits) started with 71. FCS numbers are now temporarily assigned to unused numbers in the YSF group. These numbers change as new assignments are made in the YSF group. Due to this dynamic number assignment, no attempt to accommodate FCS reflectors is being made in the DMRGateway-4.
