I believe that talkgroup is linked to another system (or systems).  The callsign you're seeing is likely the callsign that's doing the bridging.  Every station transmitting through that bridge will bear his callsign.

You'd have to ask the person or persons responsible for the talkgroup about the dropouts you're experiencing.  There could be many explanations for them.
